## The decision behind the question

A community can want investment and still distrust how a major project is being explained. Leaders may be discussing jobs and infrastructure while residents are asking about water and power use, land, noise, and who carries the risk.

The research task is not to force those concerns into a single approval score. It maps current understanding and places of uncertainty. It also identifies trusted messengers and the tradeoffs tied to support.

## What we would bring together

A useful study could combine a representative community survey, interviews with stakeholders, analysis of the information already in circulation, and a review of local conditions. Message experiments could test whether a clearer explanation changes understanding without treating persuasion as the only goal.

- Knowledge: what people believe they know and where confidence outruns information.
- Trust: which institutions and messengers are credible for which parts of the decision.
- Tradeoffs: which local benefits, costs, and protections are strong enough to change support.
- Process: whether people believe questions can still affect what happens next.
